I’m actually running msfs2020 in VR (Quest 3) with a RTX3080 and Ryzen 5800x3D.
But now I have received an offer to buy an RTX4070 TI,
Do you think that I will have good improvements in VR with this card?

I would not expect notable improvement. Upgrading to 4080 would be probably giving more noticable results. I recommend searching for some MSFS/VR FPS test results, to know what to expect. My opinion is however based on PVCR headsets like Reverb G2 and Crystal, for Quest it may be different due to the compression involved which may work better on a newer generation card.
