As seen here, it looks like my CPU is bottlenecking the simulator, although my GPU and CPU sit at around 30 and 10%? I heard DirectX may be at fault for this, but is there a way to solve this?
I have all settings on ultra, CPU - Ryzen 7 5800x (no integrated graphics) and RTX 3080.

I must also add that it very rapidly fluctuates between main thread and GPU as the reason?
Since no one has added to this post, I’ll point out that you will be either mainthread (CPU limited) or GPU limited. In other words, a CPU bottleneck or GPU bottleneck will control your sim performance. As per your screenshot, your frametime of your mainthread is 20.7 ms and the frametime of your GPU is 12.2 ms. This means it takes longer for the mainthread to process than the GPU - a CPU bottleneck.
There’s not much you can do to prevent a mainthread bottleneck, as this sim is notoriously CPU limited. You can try reducing terrain LOD, as anything above 200 will cause a significant increase in mainthread frametime.
