Not only optimistic, it would be above the certified max level (FL391)
Based on the info on hand provided by the OP:

Possible icing issue, ice accumulating on the airframe/wings will degrade aircraft performance. Did you turn on wing anti-ice?

Fuel/payload: Did you overload the plane? Setting 100% payload, 100% fuel load exceeds the MTOW of the A320.

Dumb question, but I’ve even done it myself: Are both engines operating or do you only have a single engine operating and forgot to start the other one?
FYI, a little more detailed info when posting these types of problems(screenshots of panels) can help diagnose the problem
Does the Xbox version has flight model option that you can choose? If so, it should be set to Modern, not legacy when flying with the default A320.
Also, having trouble with climbing usually something to do with having the engines being underpowered. Is your Auto-thrust on? If so, what’s the position of your thrust lever? It should be in the CL position as soon as you take off with either TOGA or FLX/MCT detents and passed the thrust reduction altitude to bring your thrust lever to the CL detent, to switch from a Take-off thrust, to a Climb thrust. And the thrust lever needs to stay in CL for the rest of the flight if you keep on using Auto-thrust until you pull back to IDLE just before landing.
Not climbing over 20,000 feet is usually something wrong with the setup, since I fly at 39,000 or 38,000 all the time.
After 20.000 I have to use vs to get the rest of the way up
ATC doesn’t seem to care in FS2020. I’d be perfectly happy if they left me at FL350 tbh.

Why? Open climb would be easier and more efficient.
Are you climbing with Mach above ~FL280?

It’s not a xbox bug (there’s no difference between xbox and PC)
Suggest you use open climb and a climb speed of 270kts.
Switch over to Mach as soon as 270kts are matching 0.73 and keep this Mach number.
You can also set the thrust levers to the MCT detent during climb which slightly increases the climb rate.
