Aircraft config files encrypted by Microsoft?

I purchased the Carenado C170B recently and when I couldn’t find the aircraft.cfg file, I filed a ticket with the Carenado zendesk. They have told me that Microsoft encrypts the config files! Is this true and, if so, what’s with that?

There is an existing community wishlist topic to have this removed. While this topic is about the premium and deluxe, it also applies to any through the marketplace.
