So my understanding is that there are a few blockers from this happening.
Number one would be size - the entire world is multiple petabytes in size, so obviously no user not operating a massive high-speed server farm could support that. Of course, your request specifies “regions” but even those could be massive for just one flight, and would require quite a lot of additional infrastructure to support.
Number two is (from what I’ve understood in previous dev streams) a matter of licensing - the higher quality satellite and photogrammetry data they’ve collected for the sim may, in some parts of the world, exist under a licensing agreement that prohibits users from storing it locally (aside from the controlled rolling cache environment). If this is the case, it would block some or many parts of the world from being downloaded in this way.
MSFS 2020 overcame both of those by allowing you to download a one-time “Offline Mode” package which presented a very low resolution but functional rendering of the entire planet. I’m not sure that would solve your issue of blurry textures, however, as the offline mode would probably be pretty low-quality to keep it a reasonable size for the entire planet.

The amount of space it would take to store that much data wouldn’t be realistically possible.
it’s 500 Mbps and I’m hardwired to the router. I have fiber to the house and connection speed to the PlayStation network is 460.Mbps. Microsoft recommends between 100 MB to 180 MB speed.
I vote for them to add an offline mode, even if it’s very basic like the one in 2020.

I’m a bit puzzled here. I’ve got about 300 on my internet and the visual quality of the SIM looks fantastic. Coming from 2020, I see no degradation or blurriness at all. I did download a few planes I regularly fly that are default ones, and store them in an add-ons that I link when needed. I don’t know if that helps performance at all but I’ve heard others say it does.
In any case, I don’t see where downloading, even though it seems impossible with the size that we’re talking about, is the problem.
For your info, I am on PC and fly mainly in the US.
I wanted to ask if, in the hypothetical case that Asobo released an offline patch and the game size increased to, say, 200GB, but in case of an internet outage you could still play with a terrain like in the video I’m sharing, would you have any complaints or be delighted?
I posted this quite a while ago before beta six came out! I use psvr2 on ps5 and the visuals were blurry but decent. The developers tweaked it and started using Foveated rendering correctly and now the visuals are a lot sharper.

It seems feasible to me, and big aircraft like a Boeing 747 with all its complex electrical avionic systems could offload some of the load and improve performance.
“Streamed” aircraft are in your rolling cache so they’re being read from your local storage anyways. Once you fly them, it’s essentially as if you’ve downloaded them - except the streamed assets are broken into much smaller pieces and load more dynamically, so they’re actually easier on your system. Generally speaking, those that have downloaded assets (on Xbox and PC where it’s possible) experience longer loading times and, in some cases, lower overall performance. This is because with the fully downloaded asset, the sim is loading in the entire thing all the time and not just the pieces you need on demand.
After everyone’s server went down I think we can all agree a download option would be good. It would be nice to have access to the game off-line.
If you’re referring to the issues on July 27th, that had nothing to do with the MSFS servers. In fact, proof if that was that Steam and PS5 users were unaffected. The issue on that day was with Xbox/MS services, likely something to do with authentication, that was blocking you from connecting to the servers to validate you owned the sim. No amount of locally installed data would fix that.
Regardless of whose system was down off-line play would’ve still worked!
Sure, doenloading the sim would be fantastic.
But how many users are going to buy and have inputs for that many SSD’s?
What the OP is asking is totally unrealistic in a simulator of this complexity and detail at our present technolology
2020 had “offline play” but was still unable to be used during the outage. Even games run off of discs were affected by the outage. The issue was not what you think it was.
