I just updated my 7800XT driver to 24.6.1 and noticed Smart Access Memory is now showing as unavailable in Adrenalin. This has happened occasionally in the past, but could get it working again with the following steps.

Boot into Bios and disable “Re-Size BAR Support” and “Above 4G Decoding,” then reboot.

Once into Windows, reboot into BIOS again and re-enable those options, then reboot.

Once back into Windows, it should pop up a notice of a hardware change, prompting another reboot.

Reboot one last time into Windows, and SAM would then be available again in Adrenalin.
Only this time it seems that workaround is no longer working. I found another report of this on the AMD forums, but there were no other replies as of yet. Is anyone else having this issue?

Aaaaaand after posting this, I kept messing around trying to fix it and the above steps finally worked. The only difference is I waited until Adrenalin itself started before doing the reboots. Not sure if that’s a new requirement or just a fluke, because I never had to wait in the past with rebooting.
Oh well, it’s still something for people to check when they update.

By “unavailable” do you mean the setting itself is nowhere to be found or do you mean the setting is greyed out and cannot be set?
I’ve noticed that I can no longer find a setting related to SAM (it used to be under Advance, I believe) and, possibly incorrectly, assumed they set it to a permanent “on” state and removed the setting.
I mean it was showing but the option greyed out. Not at my computer right now, but I think it’s in the main settings for Adrenalin (the gear icon).
But I’ve also rolled back to 24.5.1 now because I later found out I couldn’t even launch the sim without it crashing my computer to the point of rebooting.

Ah, found it: Performance > Tuning > AMD SmartAccess Memory
In my case it is still set to Enabled and not greyed out.
This has been happening to me after every AMD Software update for the last half a year at least. It’s getting very annoying.
You might want to try uninstalling the Adrenalin driver, cleaning things up with DDU and then reinstalling the driver.
