In the US, it depends on whether the airport is towered or not.
At towered airports, with the exception of VGSIs, lights are generally off during the day unless conditions warrant - categorical IFR, obviously, but also if there’s smoke or haze reducing contrast. Intensity steps are fairly prescribed for various conditions, as noted in the 7110.65, but are also requestable.
At non-towered airports, it depends on the schedule. Most often it’s day vs night, but thousands of airports use pilot-controlled lighting (PCL), activated by a series of mic clicks. Great to hear that there’s a dev adding this capability to the sim, just announced today!
