Brief description of the issue:
On the approach to KDCA runway 19, Potomac approach hands you off to Reagan tower too late, and it’s impossible to get landing clearance in-time on a commercial aircraft travelling above 140kts. Potomac approach also gives too many altitudes, stepping you through each part of the approach, where as this is a visual approach and it’s up to the pilot to execute it correctly, see this video:
Timestamped video, the aircraft (American 1165) gets clearance to land on runway 19 as they’re starting their approach along the river, radio chatter is audible.

Google Maps and slightly dated approach chart showing the approach to the runway, Potomac approach doesn’t hand the aircraft off to the tower until around the blue arrow, which is less than 30 seconds from landing, whereas Potomac approach should hand you off to the tower around the top left of the approach chart.

For what it’s worth, this is still a thing. I was having the same issue and decided to try a slower aircraft and see if it would make a difference, but no dice. I flew the Mooney down the whole approach at 80 KIAS using autopilot and a descent rate of about 400fpm. ATC cleared me down to 300 ft., handed me off to tower, tower cleared me for the approach about two or three hundred feet from the runway threshold, but then told me I wasn’t cleared to land after I touched down a few seconds later.
