Are Overcast Conditions at 36,000 feet normal?

Something I’ve noticed a lot in MSFS is overcast conditions sometimes even up to FL390. I’ve never seen this in real life, or in any other sim. I’ve attached a screenshot too.

I think this picture is the best to answer you. You flown nearby Florida (GREAD waypoint) and if you check for example windy, you can see the cloud tops is 10-12km high, which is 40600 feet.
