Brief description of the issue:Filed IFR both directions from KWYS to KJAC. ATC Assigns initial climb altitude of 6000 ft. Airport alt at both locations is above 6500 ft. Once you take off and establilsh center contact you recieve your climb alt to your Flt Pln request and all is well from there.

Detail steps to reproduce the issue encountered:Just file IFR from either location and your initial climb will be assigned too low.
