How many times I have to reinstall???

I suppose, you got your clearence from tower, ground or delivery?
Yes, you did and you got your taxy clearence.
When you move to the runway, you have roll over the holdingline! ( = one of about 10’000 issues of MSFS). If you use taxy ribbons, they suddenly start to show the path from the holdingline the toakoff position on the runway. When this appears, you stop and you will be able to contact the tower to get your T/O clearence.
I’ll give you one advice to save a headache… you don’t need to reinstall as I am sure your core files are good. A reinstall will sync all your configuration files making the same as before reinstalling.
If I had to guess, it’s a configuration problem in options. You can try to reset those back to default.
Also mods, mods or 3rd party can interfere with this as well. ATC does have an “order” in which it can be done.
And good advice there from @EbiPilot. 
I TRIED ALL THIS STUFF. THERE’S NOTHING TO DO.
ALL SET TO DEFAULT. RESTART SIM. NOTHING.
START FLIGHT FROM GATE-RUNWAY.
COULD THE DIFFERENT MSFS INSTALLION DRIVE AFFECT THE ATC COMUNINCATIONS?

as Ebipilot suggested you should have the correct frequency(tower) and the correct runway so you get the clearence from the tower. Further possibility is to switch on the KI to support you with the communication.
No. What’s on the C: drive is required for Windows 10 apps (which MSFS is a partial app). The C: drive is also where all your configuration files are stored.
Please don’t use all caps in titles or posts.

I treid all runways, managing frequencies, there’s no comunications at all…
Did you have ATC in another aircraft ? Is this problem only in the A320?
The same in b747, citation etc…
Since when is msfs atc working correctly?
For a vfr flight msfs atc will suffice, but ifr… no…not at this juncture.
When you start the plane without clearence did you get an answer from the tower that you have no clearence?
My last idea is in the option -> assistance -> user experience

I hope this helps then ATC works fine for me also on IFR flight.
After departure there’s no verbal communications from ATC. Just two choices:
1 tune apt centre approach …
2 nearest apt list
In vfr flight ATC works fine
I’m boring about this issue. I give up about that.
I can’t solve it.
How can i copy? There are no communications…
Next step: reinstall entire OS and then msfs.
This is tha last attempt.
I don’t know why, but, after OS reinstall everything it’s ok…finger cross…
