It seems I always have the same voice for ATC and my pilot character. Always the same persona, same than my character (man voice in this case).
I don’t have any “local” accents either.
Am I missing anything?

What you are missing is a proper ATC tool such as SayIntentions or BeyondATC. The default in-game ATC has been a lost cause since mid-1980s.

I was doing OK on FS2020. Here the voice has an overall better quality but a) it’s always the same one and b) I don’t have the impact of the “local authentic” feature; it does not change anything.
Not sure what is wrong on my side.

Nothing wrong on your side. I don’t hear local accents either. What is even worse ATC voice or my pilot/copilot voice disappears randomly.

That the biggest software company in the world that’s managed to develop a sim that models the planet, live weather, seasons, live traffic, flight systems, avionics etc, but wont address a functional ATC is ridiculous on its face!
For the price of this sim, it should be a given that ATC functions better than the current state. Yet, its rarely mentioned by the devs. Did they give up? Do they just not care about it? Surely they’re aware of how bad it is. So which one is it?
I have the same problem.
ATIS and Ground have different voices for me, which is really great.
But tower and center always have the same voice. I hope microsoft does something about it. I think the challenges should be limited by now thanks to tts. Please Microsoft do us a favor 
Same issue here. Keep hearing the same couple of voices and no local accents at all.
ATC is on the same level as the rest of the game IMO. The planet is modelled very well in some parts of the World but awful in others. Live weather sometimes works, sometimes does not. In some places you have snow in the middle of summer. Live traffic is pathetic. I see gliders and GA planes parked at the heavy gates every time I fly from/to major airport. Flight systems/avionics are simplified or completely wrong. Just look how terrible their 737 MAX is.
Fortunately, we can improve most of these with 3rd party addons but not everything and it’s costly.
Cant believe the voices still go missing after a while. In 2020 you could disable azure voices to fix this and in 2024 you HAVE to use the online voices. This sucks so much, Asobo wasnt abel to fix this in years and now they removed the only fallback for this Problem. How stupid is this.

Since December patch I have been able to get more diversity in the voices in free flight; less in career. No local variations (not sure what this setting options means).
I switched to BATC for the time being, makes it more immersive for me.
Apparently the local variation option changes your pilot’s voice instead of ATC’s. Another bug…
