The one you’re after is ‘Open Communications Window’ or something similar. Despite the name, this one actually is a toggle.

The command for it is “Open Communications Panel” and uses the \ key by default.

Ok, I understood. Existing 2 options, the one you are talking about and another one is (translate from French). Open ATC
Not a bug, but a big confusion. Perhaps one of the option must be removed (?)

I’d count the toggle command being labeled “Open Communications Panel” as a bug. Or alternately, the command labeled “Open ATC” NOT being a toggle is the bug.
Either way, the lack of consistency here is frustrating and really should be rectified.
