Brief description of the issue:
There is no logic for VAPP in the ATR. See below from the FCOM. This gives you an approach speed based on wind correction, not sitting at minimum high bank flap 30 speed.
Further from this the wind in the perf approach page (3), should be empty (NOT contain current wind), until it is entered by the pilot for departure and again at arrival once the weather has been obtained.
To reiterate, the wind should NOT, have any info in it until the crew have entered the departure/arrival wind.
The logic then calculates a VAPP off of VMHB + wind factor:
