Description of the issue:
When an unsuitably small airport is (presumably) randomly selected for a passenger mission, the aeroplane is automatically repositioned to the runway. I guess this is due to the inability to taxi or lack of ground services. However, this then fails the mission as the passengers have not been boarded.
