B2028 lower cruise speed

For the Cessna 208B Grand Caravan:

  1. Vr (Rotation Speed): Approximately 70 knots. This is the speed at which the aircraft should be rotated during takeoff.

The typilcal cruise is around 160kts but i cannot get more than 130kts, Why? I know I am having headwind of 38kts but…

You are also at FL200. Indicated airspeed will decrease the higher you go. For example, airliners travel at around only 240kias at FL310 - FL410 while TAS is around 450kts - 500kts+.

This seems pretty normal especially with the headwind.
