If I’m understanding the question correctly, the barometric minimum is 1400 feet. The second number is the AGL (above ground level) height, or what you would see/set on a radio altimeter.
From those numbers I would guess the airport sits at 325 feet MSL? That should also be shown on the chart, and those numbers should always “add up” in my experience.
