I am in a privileged position that I can pick the best CPU for MSFS2024 regardless of how it may perform in other games - I will only use it for MSFS 2024.
My options:
Ryzen 9 9950X3D
Ryzen 9 9900X3D
Ryzen 7 9800X3D
Which one will be best suited for MSFS2024 ?
If I go with Ryzen 9 do I need to tweak the UEFI to optimize the core performance ?

Ryzen 7 9800X3D is more than enough. It’s currently the top choice for gaming - which offers excellent performance in titles like MSFS.
I use it myself and highly recommend it.
Unless you plan to do heavy multitasking during gameplay -such as rendering, encoding, or running CPU-intensive background tasks - you don’t really need 9950X3D. The extra cores of the 9950X won’t provide a noticeable benefit for gaming.

Reason: it is a single CCD which has full access to the 3D V-cache (which is what is good for gaming). The others have 2 CCDs, only 1 of which has access to the 3D V-cache…
9950X3D is 2 CCDs, equivalent to a 9800X3D + 9950X combined. 1st CCD has access to the 3D V-cache, the other CCD is better for production work. I believe the newest chip drivers automatically assign your game or app to the most suitable CCD so you benefit from the cache with games, and speed with production work, without any special settings (but worth looking in to how to do this).
9900X3D is also 2 CCDs (6 cores each instead of 8) and again only 1 CCD has access to the 3D V-cache, so not as good for gaming as the 9800X3D.
