Boeing 707-320C Speedbrake has 'extra' / further forward position

Brief description of the issue:

The Speed brake lever has an extra/further forward position and it isn’t clear why it has this.
I have a controller bind for speed brakes (only one button and nothing else assigned to it) : TOGGLE SPOILERS, which works for any other aircraft, this should set speed brakes to fully ‘deployed’ or fully ‘retracted’ position.
With the B707-320C this sets the speed brakes back to retracted position (and they look retracted in the exterior model), BUT there is scope to push the speed brake lever further forward. It has an extra stop position and an audible click that goes with it.

The manual references pushing speed brakes to ‘FULL FORWARD’ ahead of landing but it doesn’t reference the extra stop point or what the stop point is for.
I actually thought that this extra forward position on the speed brake lever must be an ‘armed’ position (because that is what it feels like), until someone pointed out that this aircraft only has manual deploy speed brakes.

EDIT: Adding to the confusion, the aircraft’s landing checklist says ‘SPEEDBRAKES LEVER : ARMED’.

EDIT2: adding to the confusion, the final.FLT file (for a start on approach) has the following line-

SpoilersArmed=True

Which suggests at least someone was originally working on the premise that the 707 had arm-able speed brakes (which I’ve been assured it doesn’t), they are manual.

The spoilers won’t deploy after landing without manually doing so (which is correct), but the lever does has the ‘arm’ position.

Detailed steps to reproduce the issue encountered:

Just move the speed brake lever to find the extra stop. You don’t need to use the ‘TOGGLE SPOILERS’ binding. Just manually move the speed brake lever with the mouse. There is even an audible ‘click’ when you move it in and out of the extra forward position.
