All liveries except cargo livery have this issue. Aircraft will steer on the ground but nose wheel will not animate. Also on the one livery/variant (cargo) that the nose wheel works, the steering sensitivity is ridiculous. There is only a very narrow band of control via tiller or rudder before wheel flips to 90 deg.

same as original poster

Using the MFG Rudder Pedals. Not responsive for left/right rudder. I start flights on runway because taxiing is almost impossible

This issue (the extreme sensitivity of MSFS to nosewheel tiller inputs) actually occurs for me on ALL aircraft in MSFS, including the gold standard PMDG 737. MSFS appears to treat certain hardware inputs (which are axes) like switches - all or nothing. Rudder pedals appear to work for ground steering on all airplanes, including this 707, but with full nosewheel authority instead of the limited 5 degrees or so that is universal for all transport category airplanes IRL.
