There is a bug in career mode. No matter how many private flights I do, they will not be counted towards VIP Carter passenger transport. See also the screenshot. I have already activated normal passenger transport and not a single flight is counted at the VIP Carter Flights.
did you finish those missions with B rank or better as mission result?
The specializations requiring flights usually require at least a certain rank result or better or some require just landing on certain runways (like soft or bush runways).
Charter Service - VIP - “Score Private Charter Airplane missions with B or above”
Passenger Transport - Airline - “Score airplane missions with A or above”
the Private Charter with >= B would count toward airplane missions, but any airplane missions >=A don’t count toward Private Charter except for Private Charter specific.
I’ve been able to unlock VIP Private Charter.

Can´t confirm or help you fixing this, sorry. All I can say is that I unlocked almost everything, last thing I need os 3 more levels to 100 and medium cargo to unlock heavy cargo.
It all counted as it should. Maybe the plane is the issue? Or you (for whatever reason) are doing the wrong mission type. Other than that I´d have no idea.

The Question is how can I Score Private Charter Airplane missions with B or above”? I can’t do them because the missions are not unlocked.
You need to clear Golden missions to activate the mission and set up the company
VIP mark with polygonal gold color mission

thanks, I forgot that part. as career is all new to me, it wasn’t as clear to connect those dots.
“ooh, gold thing I need to do.” and I’d do it - plus, the map zooms over to it.
When is that mission going to unlock?
I am pretty high level and got all the certifications with the exception of heavy airliner and scoop endorsement, yet I don’t see any private charter missions, I see a couple of VIP ones that of course I can’t do because I haven’t completed the private charter ones before…for the simple reason that they aren’t shown at all.

Any mission you see on the map is a mission you can do. All charter missions, independent of difficulty level, share the same “VIP” icon, even the simple private charter ones. So maybe you already have them unlocked and just mistook them for the higher difficulty ones.
Yet the ones I see as available aren’t the “simple private ones”, they require me to have the certification, which apparently I can’t acquire because first I need to do the “simple private ones” which aren’t showing.
As you can see in the picture it says I don’t have the prerequisites…that are performing at least 10 (IIRC the correct number) private charter flights.
Ok, that mission shown there is the key mission to unlock medium difficulty VIP charter. Those key missions are always visible, even if you don’t have the qualification, I just forgot that fact. So did you do the key mission for easy difficulty already? That should be somewhere in the Pacific, but I don’t remember where exactly. If you have finished that one, you should get normal charter missions, but there are not many available at all. Most missions I get are in the Alps region, but you have unlocked only a little bit of that area, so maybe that’s the reason why you don’t see any.

Yes, that’s the one. You have to do that first, then that mission type is unlocked. I don’t know why the other mission also had 1 star, I think the VIP charter missions will have at least 2 stars (I don’t know as I don’t own a VIP jet in my company yet and couldn’t be bothered to check them in employee mode 
)
