Brief description of the issue:
In the standard C-152 model, using the XBOX controller, I can adjust the OBS knobs on the VOR and set a specific heading (for example, set it to 180 degrees). If I then later re-adjust the OBS, it starts adjusting at zero degrees and I have to go all the way around the dial to adjust it, to, for example, 185 degrees.
My expectation is that when I readjust the OBS, that it start at its last settings and I should be able to tweak the OBS by a few degrees either way.

Detailed steps to reproduce the issue encountered:
See description. Set C-152 model. Adjust OBS on VOR1 to N. Go back to flying mode, then back to settings mode. Observe that to get OBS on VOR1 back to N, need to start at zero degrees.
