Brief description of the issue:

When no signal received from the NAV radio, the VOR needles on both RMI gauges should be in 9-3 position (horizontally placed with the arrow head pointing towards 3 and tail towards 9; when the RMI compass rose is rotated with 0 due north) - just like the ADF needles which are correctly pointing when no NDB signal received.
Currently when no signal received from the NAV radio, the VOR needles on both RMI gauges move when the heading of the aircraft moves.

Load flight, ensure the NAV radio is tuned to a frequency which does not provide any signal, observe the VOR needles on both RMI gauges not placed in 9-3 position but pointing somewhere else (and move when the heading of the aircraft moves).

I replicated this by tuning to an unused frequency and circling near my airport. The needle moved as if pointing to something. Then I tuned to a nearby VOR and it and the CDI pointed correctly. I re-tuned to the empty frequency and the CDI returned to neutral, but the RMI needles resumed their aimless pointing.
