Cannot pan with middle mouse button

I’m a user that is looking for a way to pan using the middle mouse button- and can’t figure out how to do that (my previous post got lost).

Basically I have assigned my middle mouse button to “TOGGLE COCKPIT VIEW FREELOOK (HOLD)” as instructed by PMDG. This would replicated what chaseplane did in P3D, hold the middle mouse down and pan to change the view.

However when I click and hold, and drag, nothing happens.

I have everything set up like this, but I cannot stop panning- the view now moves with the mouse, and in the wrong direction.
