I had the same problem. I completely reformatted my drive and tried to reinstall my windows 10 on my computer. I did this after changing so many settings to improve VR, including some in the register that I decided to clean everything up.
Well my windows 10 had a problem with updates after reinstalling. The windows 10 program reinstalled but it wouldn’t install a specific update. This update that kept screwing up was the reason I couldn’t download my paid version of MSFS 2020 that I had a receipt for in an email sent to me from Microsoft.
This windows update that I am talking about showed that it installed, but then it would re-download the same update and hang up half way through.
After reading all I could about this problem, I discovered Microsoft actually is aware that my windows 10 version was a problem. I found on the Microsoft site a download that checked my windows 10 version and fixed and installed all the updates.
After using this fix, my email receipt with the MSFS 2020 download purchase worked flawlessly. I had to make a new Usb windows install disk because the old one was flawed. ISO disk. This is where I got it.

Just use your Microsoft product key code after reinstalling.

That last code is a Microsoft Store fault code.
It is generally cured by uninstalling and reinstalling the MS Store app.
Have you done that?

I have the same issue that I have been dealing with for a while now. My updates don’t seem to hang or anything though. They appear to install as normal. Are you saying that even if you wipe your computer and reinstall the problem will still occur. And the only way to fix is install the ISO file and do a USB boot?

If your Windows 10 updates installed just fine, then you must have a different problem then me.
I wiped my computer only because I had the initial problem with my computer not performing in Virtual Reality very well. I made so many changes to Windows it actually made the flight slim performance drop. I couldn’t recall all the changes I made so I wiped my disk clean, and made a fresh start.
The reason I used the Microsoft newer Windows 10 ISO file was because my original Windows 10 usb operating system was corrupt and would not complete the Windows updates properly. It would get mixed up and loop at reloading the same file.
This ISO file when installed on a usb drive will boot like your original Windows 10 operating disk.
