Since the update to 1.13.16.0 I haven’t been able to adjust the time.
When I set up the time in the flight settings it returns to Zulu when I press Fly.
This is a new bug for me, it only started after the United Kingdom update.
Anyone else having this problem.

Yup, new problem not sure what to do.
I’ve been able to fly where and whenever I wanted up until now.
I have read a lot of problems on these forums and that one is really weird.
And not to get crazy, but I was just on a flight in England and it appeared that the clocktower in one of the cities might be showing the correct time?? So even though I was flying in daylight (i.e., fake time) the clock looked like it was on the real local time. Obviously that could have been a coincidence though.
That’s why I looked at your post. It’s just strange that you mentioned fixed time after I thought I noticed that.

Make sure you have Live Players to be shown checked (I think). Rather than just AI etc. It seems dependent on that choice
I had the same issue until I chose this option.
It’s odd, I would like to see what the new update looks in the daylight.
But I would have to get up at 2am to see it.
If I turn on live players the option to change the time grays out (unselectable).
I’m not able to check as I’m at work now - but try selecting the other options - the greyed out box changed for me.

I mark myself a lucky, I can still fly. This bug is no more than an inconvience. Others weren’t as lucky.
OK. My set up under “Flight Conditions” from the World Map is;
Multiplayer - All Players
Air Traffic - Live Traffic
Weather & Time - Live
Then I go back, and time slider (bottom left) allows me to change time.

Time should be an enterable variable to the minute, not a slider! It annoys me when I can’t select a time on the hour or half hour.
That’s correct. That’s how it should work. It forces you to live weather, and time, and the only other human pilots you see are also in an enforced “live” environment.
If you want live weather, but fiddle with the time, use “All players” instead of “Live players”.
The fun thing with “Live players”, is that you know that other pilots are having to deal with the same flying conditions that you are. Which makes me wonder. If you are in “Live players”, do you ever get hit with the “no live weather on 2nd flight” bug? If so, is it haxxx? 
Hence the reason every time you click Live weather it resets your time selected!
I can change the time with the dev toolbar.
There’s your issue
Just start with a weather profile and manual time. You can always swap back to live weather from the top bar.
