Is it better to buy it for passengers or buy it for cargo? Which is more efficient, or are they roughly the same?
You wont be able to use it in cargo missions. You can buy it but this plane is for heavy cargo. Meanwhile in FS2024 Beta we all use now heavy cargo missions are not implemented yet.
I made this mistake, I bought Saab. Now it stands in hangar and works for passive income only.

I’m assuming you’ve done enough medium cargo to unlock heavy cargo specialization? (I’m only asking because I’ve seen a lot of people so far on other platforms who seem to not understand the specialization requirements sometimes)
Yes, medium cargo gives good income. Even though sometimes you will depart or arrive to airports with super short runway or without runway at all, or the game will ask you to land directly in jungle, etc… what makes these missions impossible and frustrating. But if everything goes well you will have 700.000 - 1.2M income from each medium cargo mission.
