How common is it to have issues with cars not driving on bridge but driving under them?
It is probably not helped by the bridge not joining the land correctly.
Is it worth reporting them as bugs?

Very common. Some areas with World Update have it fixed but the rest of the world looks like on your picture.
And to think now we have animals in the sim.
Will be proof that pigs really can fly!
