Have flown the citation several times today. I could not replicate the issue on ps5. The button always lighted up, when there was a gpu available. If it was not lighting up, the outside view revealed, that there was not power cart nearby.

I only had it once in the last week, that a cart was near by but the ground power was not available. But this just happened once.

Maybe try the following: go to a big airport, like London Heathrow cold and dark, see if a power cart is nearby and check if the button lights up.
