Of course it will use the same resources for clouds no matter your other settings.
A 2060 should have no issue running MFS volumetric clouds, especially when not maxed out.
If your fps is not changing lowering other settings then clearly something else is the bottleneck.
The point is the clouds are not overly resource heavy as compared with any other graphics settings.
Have you tried lowering resolution by 10%?
