ISSUE DESCRIPTION

Description of the issue: Is it really necessary to ask for every single package that settings “will take effect upon restart”?

[PC Only] Did you remove all your community mods/add-ons? If yes, are you still experiencing the issue? Yes

FREQUENCY OF ISSUE

How often does this occur for you (Example: Just once, every time on sim load, intermittently)? All the time

REPRODUCTION STEPS

Please list clear steps you took in order to help our test team reproduce the same issue:

  1. Load up Marketplace
  2. Select My Library
  3. Select all packages
  4. Disable all of them.
  5. When you hit disable a message pops up saying “will take effect upon restart”. Same goes for enabling it upon restart.
  6. This message pops up for every single package, instead of just once for all of them.

Since 2020 marketplace was able to have the item available immediately, and its possible to reload things in devmode, it begs the question: Why is a restart even necessary?
