After the core update (which was fast and without interruption) I opened Content Manager and download all the World packs that needed updates - which, it seemed, was all of them.

Then I went to my list of uninstalled aircraft. This has been an issue for a while. The aircraft were available to my hangar, but they kept showing up as ‘Not Installed.’ There were maybe 15 of them - a mix of Asobo and 3rd Party.

All but the last four downloaded and installed perfectly. I thought, “Yay, the problem has been solved!”

Then the last four in the list (PC-21, Tiger Moth, WYMF5, Zenith CH701) did exactly what OP described. The download would advance, then reset back to zero, then advance further, then reset, and so on.

I restarted the sim, and those last four downloaded and installed without further problem.

Do you have the same issue if you follow the OP’s steps to reproduce it?

Yes

Most noticeable on Xbox (Series X wifi) but also occurs on PC (Ethernet and wifi) and not just with the WU13 update.
