This is TCAS panel
Multiple functions.
1 RTU 2 - inhibits radio tune unit 1 or 2 in case one fails to allow cross tuning.
Atc sel - select which transponder is operating. Again in case one channel fails you have back up.
Right panel is separate unit which is back up RTU in case you primary 1 and 2 fails.

And to add, the display with the digital numbers is the Radio COM and NAV panel where you tune the frequency for radio communication with ATC or VOR navigation.
