DC-3 Flaps At 5 Degrees When Rectracted

Brief description of the issue:

When the flaps are fully retracted as shown in the VC as well as they HUD they are still reading 5 degrees. Tried keyboard commands as well as mapped lever on throttle quadrant to see if they can be retracted to the point of reading 0 degrees to no avail.

Detailed steps to reproduce the issue encountered:

Load aircraft with HUD and go to external view. Observe 5 degrees flaps shown even though the scale says they’re up. Extrend flaps fully to 45 degrees, retract flaps fully and note they do not go past 5 degrees.

From the initial 40th Anniversary release. No change with .30 update.

I’ve tracked down the problem to the flap level definitions in the cockpit.cfg file. If the section is updated as follows the flap degrees in the HUD displays match the levels set by the flaps lever and the keyboard increment/decrement shortcuts:
