There’s this topic about that DLL, which does have a solution ! but I don’t know if it is applicable…
… also meridianowl is right… you can move Community, but you’d better delete (or create) your cache with the General Options / Data, that is: in game. See what happens if you put your cache directory back where it belongs (?)
