This is fixed now in MSFS2020 after you update World Update VI in your content manager.

Can’t believe that this is not fixed after 5 month, nor has it even a bug logged. EDDS is quite a relevant airport for the area and it is absolutely painful to fly IFR without any SID and approach available through the system. Please, have a look at it.

That have resolve my problem too, the Airport from Microsoft are only the problem.
