as @ccrbc mentioned, we discussed same error messages while ago for a user with same problem and at the end he did a full re-install.
But may be you can try first the cleanup of appdata, rolling-cache, etc. before you start the “deletion of all” ( the folders are bit different than these one for a Steam-Install, but the location is often mentioned in forum ).
