I’m running a 1660 GPU. Is there a fixable reason to why I spawn onto the runway ready to takeoff but I leave my computer just sitting there for an hour and my fps starts at 30 and over the course of an hour not being touched with NO AI traffic and a quiet airport the fps drops down to 20?

Welcome to the club homie. I just finished a windows reset and the reinstalling MFS. I recommend doing that if you haven’t since a couple SU’s back.
