I am fooling around with the Standalone Module sample, I was able to build it from VStudio and tried using the fspackagetool.exe to create a Package.
It seems to run fine, it even creates the output folder, but seems to stay open indefinitely?
UPDATE: It appears that its finished, or at least there are no open handles:
