Doubtful that we will see one, given that Halloween is in five days.
However, Sim Update 7 in mid-November is currently slated to bring back the old Halloween challenge from last year, according to the latest feedback snapshot (item #48):

I really hope they eventually bring out an annual challenge for a range of international festivals around the year. This sim is after all now basically an MMO and all MMOs have stuff like this going on.
I’ll have to see if my recreation from last year still works, or perhaps someone else has saved the old original event and could put it up somewhere?

Well I can confirm the one in this pack from the thread works.
Make sure your throttle is set high or full for loading, turn the lights out, and turn the sound up!
