I have a Dell XPS 8930 with the following Specs:
- 8th Generation Intel(R) Core™ i5-8400 Processor (6-Core, 9M Cache, up to
4.3 GHz
- 16GB, DDR4 2666MHz
- GRPHC,GTX1050,TI,8930
- Samsung EVO 970
I am running MSFS2020 in Medium Mode.
I think the biggest bottleneck for running in higher modes is the GPU, correct? If yes, what GPU would make sense to increase the performance significantly?

You forgot to mention your screen resolution.
This is an important parameter to take into account.
But at first glance, an RTX 3070 (subject to availability) would be a good choice for playing 1080p, or 2k.
They have performance similar to a 2080 ti for a very interesting price.
Otherwise, expect the AMD 6000 series from November 18.
Just be careful: DELL (and other pre-built) computers do lack sometimes an appropriate power supply, especially if they are shipped with a low end GPU. Or they simply lack the needed PCI E power connectors. So be sure you check this before you buy a new GPU… might be that you need to change the PSU as well. And if this is the case, you would need to check if a retail market PSU fits your DELL desktop…

I see, the XPS is underpowered… need to live with it or buy a new PC 
Indeed, @AnkH828072 is right, the power supply is weak at Dell.
Either you change for a better quality PSU to accept a better graphics card but the case will probably limit the upgrade because the dimensions are too small.
Sorry, I forgot to mention that… 
I think you have to opt for a personalized configuration, everything will depend on your initial budget.
For 1080 a Nvidia 1650 is OK. Needs 75W max.

Unless Dell has changed their configuration, their power supplies are not ATX standard. That forces you to replace your power supply with another higher power bad DELL PS.
They sell a 1080 version with the same PSU !
I have a and an 1070 in an XPS which is quite happy on Ultra settings
I have an XPS 8930 that I bought about a year ago. I have the i7-9700K. I was able to put the RTX 2060 Super in mine, even though I have the stock PSU. I run two SSDs and 32GB RAM and have no issues. I am having no issues running the sim at 2560x1600 and I get up to 55 fps when flying at altitude.
You will have little difference between these two models.
The best is to take a 1660 Super or 1660 Ti with 6GB of ram for a reasonable budget.
Ok, I got now the 1660 Super and was running a PC Mark Benchmark.
It seems to be really not much a difference. What do you think? If not, then I will return the Card.

I replaced a 1650 ti MSI with a 1660 ti MSI Ventus on my nephew’s computer.
About 15 FPS more with the same settings …
The difference is even more visible on other games…
With an OC via Afterburner (+ 1000MHZ memory and + 125MHZ core) It is between a 1070 and 1070 TI
