How to create a custom DECAL?

I want to create a custom DECAL. Does anyone know of a tutorial or could point me in a direction of how to do this and add it as part of my scenery? TIA

It’s nothing special. I just want a decal with a little white helicopter surrounded by a white circle and some arrows/instructions. I need to duplicate this several times, so a custom decal would be grand.

If I were doing it, I would first create the image in a paint program of your choice. Then import the graphic as a png into Blender. Once textured on a surface like a plane or thin wall in blender, you use the msfs 2020 or 2024 exporter to bring it into the sim using the msfs SDK. It’s basically the same way you would bring in custom made hangars and buildings into the sim. Watch videos on how to create scenery for the sim with Blender. You can find them on YouTube. If you are talking about a flat image on the ground like a helicopter landing pad, you would create a flat plane in Blender. Import the graphic and texture the plane. Import the plane (flat thin wall on the ground, not plane as in aircraft) into the sim with the SDK. Place onto the ground. Done. It can be a steep learning curve if you are not used to using paint programs or Blender, but it can be done with some studying. It took me about 3 months from complete newbie, to my first custom made hangar into the sim using Blender. Once you get the hang of Blender you can create your own scenery for your favorite airports. I have had some luck using AI to create an image instead of doing the work with a paint program. It can be hit and miss since the AI gets it wrong most of the time. You have to constantly keep telling the AI what they did wrong, then you run out of tries if you are using a free version of AI and have to wait a day to get three or four more tries.
