I play on multiplayer server and I can’t see player’s planes but if they use the same plane as I’m using then I can only see there plane. So is there a way to see the other peoples plane even if you don’t have that plane or not using it?

you need the airplane within your library, otherwise you should see a generic airplane instead.
There is not.
You won’t see it even if you do have it in your library.
That seems incorrect from everything I’ve read. I don’t do much multiplayer though. (Perhaps you’ve toggled the setting to use generic models?)

Change the setting back? 
It’ll be under Traffic or Data or something.

In data, should I turn on “Live multiplayer and multiplayer”?

And if I turn it off I’ll see the aircraft that they are using right not the generic one right?
If you turn it off, it will do what was described earlier in this thread: only the exact planes and liveries in your library will be visible using their own models. All others will use generic planes.
So if I’m using the 777-300er I’ll only see peoples plane if there using the same exact plane as me, am I right or will I see their plane if the plane they using is in my hangar?
Any plane & plane livery that is installed in Microsoft Flight Simulator may be used if it’s an exact match. Nothing else.
You’ll only see other 777-300ers if both you have the 777-300er installed and they are flying the 777-300er. It doesn’t matter what you’re flying.
Note that liveries seem to count as distinct planes. A plane you have in some liveries, but that is flown by a user using a different livery, may appear generic.

that option isn’t there for me…
If you don’t have the plane in your library but just want to be able to see it, you can buy not the aircraft itself, just its livery. This way you can see those who own the actual plane in the game. That is what I think DC Designs developers have stated. As far as pricing goes, it is going to be relatively cheap. Your money 
will be going to charities, according to DC Designs. Also, this type of livery pack isn’t currently available in the marketplace, but plans are underway.
What client are you using? i.e. Vatsim, IVAO, the inbuilt one in MSFS2020? because they will all handle multiplayer differently.
