I (an Microsoft Store user, not Steam user) have 5,01 € left on my Microsoft Account Balance from previous purchases. I also bought a 15 € Xbox- / Microsoft Gift Card which I did not cash in yet.
How can I buy a 20 € item (e. g. the Reno base pack) from the in-sim marketplace? When I clicked on a 3 € item my Microsoft Account Balance did not appear as a possible means of payment, only to option to cash in a gift card.

SOLUTION: Resetting my country / region (to Germany) solved the issue. Using my Microsoft Account balance is now a payment option in the in-sim marketplace.
I did it a few times and there was nothing special that needed to be done. When I made a purchase in the sim, at the payment step, I had two line item for the payment: 1st my Microsoft account balance and 2nd my usual payment method. by default it has used as much as possible of my microsoft account balance then the remainder on my configured payment method on myaccount. it’s was really easy in my case.
EDIT: as far as I know, you have to cash in your gift card yo your account prior to making the purchase in the sim

For some odd reason the ability to pay with my Microsoft account balance never popped up. However, I solved the problem by resetting my country or region (from U.S. to my native Germany). If anybody ever runs into the same issue: reset your region settings!
I’ve used the gift cards from the MS Store to buy from the Marketplace a few times. When someone was getting me one of them as a gift, I asked them to get the PC one (black), not the XBox one (green), if that makes any difference.
From what you explain, it’s normal.
When you define a paiement method on your MS Account, it’s for ONE region. If you use multiple region, you need one paiement method for each region. There is no transfer / conversion of currency.
If you use your account on different region, you will have multiple balance in multiple currency.
