I hope someone can help me with my issue.
I recently upgraded my graphics card from a GeForce GTX 1070 to a RTX 4060 Ti. Initially, I experienced a massive performance boost with average FPS between 50-60 and a minimum of 30 FPS at resource-intensive airports like IniBuilds Dubai.
However, after resetting my computer to factory settings, I am new experiencing incredibly poor FPS. Even without any addons, I only get around 30 FPS, and with e. g. the Fenix A320 and a scenery airport, it drops to just 15 FPS. I have the same settings as before and no other apps installed.
CPU and GPU usage are only at 50% and 70% respectively. How is it possible that just resetting the system has caused such signifficant performance drops? Does anyone have any idea what might be wrong or how to fix this issue?

All drivers up to date? All Windows updates applied?
Nvidia settings correct (max performance for the game exe etc)?
Monitor set up correctly?
Something must be different.

Factory reset sound like a prebuild from a large manufacturer. They can be quite bad for installing bloatware.
Check out the task manager and look to see what you have running in the background. Just Google each line to see what that process is doing. Also look at which apps are installed to see if you actually want them.
Adding to what @Baracus250 said. Make sure you install chipset drivers for your motherboard.
Shader cache setting at least 10gb, memory cache min/max settings, game mode on, hags on, restore defaults in Nvidia control panel, DX12 works well with that card, but it’s thread heavy on an older CPU, if you don’t need dx12 for frame generation, then stick with dx11, that’s about all I can think of.

All drivers are up to date and all Windows Updates are applied.
NVIDIA Settings are - as far as I can tell - perfectly optimized for MSFS, like I always set it up. I have also watched several YouTube videos and read multiple Forum posts to set it up correctly.
My monitor has also the same settings as always

One thing I have noticed is that it seems to be a MSFS problem only. I have tested some other GPU intense games like The Finals or GTA V and archieve 100+ FPS. It seems like there is one option which is different than before. I have already optimized NVIDIA Control Panel and GeForce Experience but there are no noticeable differences. Has anyone experienced a similar issue? Thank you very much in advance
Sounds silly, but maybe your initial FPS boost was the “issue” and those FPS numbers were just plain wrong (due to whatever reason…)?
You give no information on your CPU nor on the resolution you use. And please, NEVER ever use GF Experience to set up a game, it will always lead to worse results compared to a manual approach (but it is for sure not the issue here).
If your GPU runs at 70% only, you are CPU limited. Easy as that…
Firstly, thank you for your reply! I use an Intel i9-9900K processor and a 4K Monitor but downscaled in msfs to 2k. I have now disabled NVIDIA Geforce Experience to automatically optimize games
Check your power plan and make sure it is set to performance and not energy saver

Ok, so you are for sure heavily CPU limited. Could it be (wild guess) that in one of your automatic optimizations or maybe even upon the first start of your game the option frame generation was enabled? With DX12? What are your current settings regarding this? Because your new GPU is perfectly capable of running Frame Generation and turning this on is almost a must when combined with such an old CPU. So I would start configuring your MSFS entirely from scratch using DX12, Frame Generation on and maybe, as a start, using DLSS Quality as Antialiasing option. Plenty of guides available on the internet…
Thank you very much everyone. Surprisingly it was the GeForce Experience which destroyed my performance. I have now 59 FPS at IniBuilds Dubai in the Fenix A320 again!

I’m only surprised he still managed to 15fps 
There are certain things i avoid in life, asus armour crate, nvidia geforce experience, the X wife. Just saves so much hassle

How did you disable GeForce Experience? Is that the program that allows you to take screen shots?

You can configure it in the GeForce Experience settings to NOT adjust the settings of your games. And screenshots can be taken in MSFS with Windows key + Print screen key. You will then get a screenshot zn your images folder
