I’ve created a wishlist to reopen the World Hub ASAP and to allow for specification of runway preferences in the SDK.
The combination of the two ought to allow the AI ATC to optimize this issue far better than it is.
It will be a lot of work, and it’s probably only one step in fixing it, but I don’t see another way around it.
