Improve Algorithm for Passive aircraft placed using "Airport Traffic Quality"

Hi folks!

While as per Q&A stream I can confirm that the general matching algorithm works good and that also the livery selection on static aircraft is way better (no S7 A320 waiting for you in Honolulu :wink: ) I think this specific thing could be further improved.

The issue I see is that on major hubs specifically is too many aircraft of random airlines being spawned.
An example to make my point more clear: I spawned at OMDB which is Emirates main hub. Using AIG and Airport Traffic Quality set to medium it became visually the main hub for all other airlines but Emirates.

During off-hours (like at night) there is also another problem by the current implementation: the placed down aircraft liveries are randomized again and you will find that EDDF becomes a main hub for TAP and JetBlue as well as Frontier decide to go there using A320s :wink:

I think there would be a somewhat better approach to generate a lookup table for static aircraft if there is at least an internet connection available - it’s basically the build in departure/arrival list for the selected airport on world map:

The list could theoretically be used to determine which airline is departing/arriving at the airport in future and with which aircraft types. This flight information could simply be used as a base to decide which airline is spawned with which airframes how frequently.
