I have tried to start MSFS without any addons or external connections (i.e. Navigraph Simlink et al)

Brief description of the issue:
When I start MSFS the Accesibility Options open, then Graphic settings etc., as if it was the first time.

Detail steps to reproduce the issue encountered:
I have opened MSFS with no addons and as an administrator, saved options, closed MSFS, and reopened (again, in adminstrative mode), and the same options occur during startup.
