I believe the same underlying issue is being tracked by this bug report, which was opened for ILS, but applies to VOR as well.

ISSUE DESCRIPTION Autopilot instability in SU4 Beta FREQUENCY OF ISSUE Constant on ILS into KSFO (San Francisco) REPRODUCTION STEPS Just fly the ILS into SFO 28R and the plane swings wildly left and right and cannot stay on localizer. Have replicated 3 times. Have not tried other instrument approaches. I am a LP and Instrument Rated.
