Brief description of the issue:
When I set in GENERAL OPTIONS - ACCESSIBILITY - USER INTERFACE
the INSTRUMENT NAME TOOLTIP to “DELAYED” the tooltips still apprears INSTANTLY!

Theres actual no delay, or it is WAY to short. Probably 1.5s would be nice
Same problem here. Have selected the ‘delay’ option but tooltips appear almost instantly. Would expect, as above, at least 1.5 to 2 second delay.
As an intermediate simmer, it’s distracting when the labels pop up everywhere instantly, which is precisely why I have selected the ‘delayed’ option. I only need the tooltips for older aircraft where the function of a specific button or lever is not immediately apparent. Hovering over that control for 1.5-2 seconds should then identify it. But even with the ‘delayed’ option set, simply moving the mouse across obvious items like the throttle or landing gear pops up a tooltip for them, which ruins the immersion inside the cockpit.
